Fixes and minor improvements

Description of change Reference

The Decipher IDP login fields are no longer disabled if the user enters incorrect credentials. Previously, the login fields were disabled and the user was forced to close and relaunch the browser to reattempt login.

DEC-906

The <add fileName="~/App_Data/service.pfx" /> attribute is no longer automatically re-added to the Decipher web.config file when the Decipher Web Client is upgraded. Previously, this attribute which had to be manually deleted when configuring SAML, was incorrectly re-added when the client was upgraded. This prevented the administrator from accessing the dsdomain.local website.
